The second day of Aleksandr Gutsan's working program within the framework of the XIV St. Petersburg International Legal Forum continued with a series of meetings with foreign counterparts.

The talks between the Prosecutors General of Russia and Kyrgyzstan began with the implementation of an instruction from President of the Russian Federation Vladimir Vladimirovich Putin.

In a solemn ceremony, Aleksandr Gutsan presented a state award to Maksat Asanaliev. By Decree of the President of Russia of June 12, 2026, for his significant contribution to the development of cooperation between the Russian Federation and the Kyrgyz Republic, the strengthening of the rule of law, law and order and the protection of citizens' rights in the territory of the Commonwealth of Independent States, the Prosecutor General of Kyrgyzstan was awarded the Order of Friendship.

The head of the Russian supervisory agency congratulated his foreign colleague and wished him new professional achievements in upholding the rule of law.

Aleksandr Gutsan emphasized the regular and consistent nature of their contacts. He recalled that at the meeting which took place in October last year during the events of the meeting of the Coordination Council of the Prosecutors General of the CIS Member States in Dushanbe, the topic of countering the rapid growth of transnational organized crime and the use of information technologies for criminal purposes was addressed.

"As you know, in October last year, the signing of the UN Convention against Cybercrime, developed on the initiative of the Russian Federation, took place in Hanoi. The Prosecutor General noted that to date, 76 states have acceded to it.

The head of the Russian supervisory agency expressed confidence that Kyrgyzstan's participation in this international mechanism could significantly expand the possibilities for cooperation in combating the most dangerous threats of our time, and proposed facilitating the signing of the Convention.

At the conclusion of the meeting, Aleksandr Gutsan invited Maksat Asanaliev to participate in the meeting of the Coordination Council of the Prosecutors General of the CIS Member States, which will take place in autumn 2026 in Kazan.

Welcoming Prosecutor General of South Ossetia Grigory Sobaev, Aleksandr Gutsan recalled that at a recent meeting in Moscow, dedicated to the 81st anniversary of the Victory in the Great Patriotic War, the Presidents of Russia and South Ossetia signed a Treaty on Deepening Allied Interaction between the two countries: "This most important document opened a new stage in the integration of the two states, including further steps towards the creation of a unified economic and legal space."

Within the framework of the Cooperation Program between the supervisory agencies for 2027–2029, signed following the talks, issues of digitalization and the use of artificial intelligence in the activities of the prosecution authorities, combating cybercrime, and protecting the Internet space will be discussed. An exchange of experience in the field of tax, budget, and customs legislation will take place.

At the beginning of the meeting with the Director of the Anti-Corruption Agency of Uzbekistan Akmal Burkhanov, the Prosecutor General of Russia emphasized that at a recent meeting of the Presidents of Russia and Uzbekistan within the framework of the St. Petersburg International Economic Forum, it was noted that the volume of relations between the countries is constantly growing. Major investment projects are being implemented, and trade turnover is increasing.

"Under such conditions, the contribution of our agencies to the formation of a legal space protected from corruption will benefit all participants in such comprehensive cooperation," expressed Aleksandr Gutsan's confidence.

The head of the supervisory agency noted that Uzbekistan's participation in the Interstate Council for Countering Corruption has been a major factor in this regard. He recalled that last year, under the Council's auspices, the youth anti-corruption advertising competition "Together Against Corruption!" was held, with three participants from Uzbekistan taking prizes. Prosecutor General congratulated them on their success and invited young people to take part in the next competition, while also inviting Agency representatives to join the jury.

Aleksandr Gutsan wished his foreign colleague success in organizing the 12th session of the Conference of the States Parties to the UN Convention against Corruption, which is planned to be held next year in Uzbekistan.

At the conclusion of the meeting, it was proposed to develop a Program of joint activities for the effective implementation of the cooperation arrangements enshrined in the Protocol on Cooperation signed last year.
